A Lots 'Last Effective Cost Change' identifies the last 'Effective Date' that a Base Cost or Cost Layer was applied to a Lot regardless of the Cost Type (Actual, Market, or Standard). For example, if the Actual Cost was updated on the 2nd and the Market Cost was updated on the 5th, this would be the date for the 5th.
