A Lots 'Last Effective Actual Cost Change' identifies the last 'Effective Date' that an 'Actual' Base Cost or 'Actual' Cost Layer was applied to a Lot. For example, if the Actual Cost was updated on the 2nd and the Market Cost was updated on the 5th, this would display as the 2nd.
