NS-4694 Added the ability to record Fisherman Sales and Tender Resales to Tenders

Previously, a vendor type of “Tender” only was not displayed in the lookup on the Fisherman Sale or Tender Resale transactions.  We have added these vendor types to the Fisherman lookup for both these transaction types.

NS-4871 Fixed an issue that allowed users to insert new duplicate Vessels at the same time

Users were able to add duplicate vessels at the same time when clicking the New button from the Vessels List View.  A Validation has been added to prevent duplicate vessels from being added at the same time in the List View.
