Fish Ticket Taxes (UG)

Overview

NorthScope allows users to add, edit, or remove Tax Programs to be used on Delivery Tickets. Tax programs are used to compute the amount of tax that is due for a delivery ticket. Tax programs also identify the combination of applicable species, stat areas, gear, and fishermen so they can be auto-added to delivery tickets.

Delivery ticket line items are each evaluated against all active tax programs so that all applicable tax programs can be auto-assigned to the delivery ticket. In order for a tax program to be auto-added to a delivery ticket line item, all the following tax program conditions must be true:


Fisherman

The fisherman on the delivery ticket must be assigned to the tax program.

Chill Type

The chill type associated with the ticket must be assigned to the tax program.

Gear

The gear associated with the ticket’s permit must be assigned to the tax program.

Management PRogram

The management program associated with the ticket must be assigned to the tax program.

Site Processed

The site processed associated with the ticket must be assigned to the tax program.

Specie

The specie associated with the ticket line item must be assigned to the tax program.

Stat Area

At least one of the stat areas listed on the Stat Area Worksheet must be assigned to the tax program.

Start Date

The Date of the delivery ticket must occur on or after the tax program start date.

Status

The tax cannot be inactive.

Ticket Items

At least one of the ticket items listed on the Ticket Items worksheet must be assigned to the tax program. 


Once the tax has been auto-added to the delivery tickets, the rates can be manually edited.

Step 1: Adding a New Tax Program

  1. From NorthScope, expand the Purchasing Module on the navigation menu and select “Taxes & Premiums” to open the Taxes & Premiums List View.
  2. Click the “New” icon in the header and select “Tax” to open a blank Tax Program record view.

When the Tax Program Record View is opened to add a new record, only the Properties tab is visible, and only the base properties are editable. Once these base properties have been entered and saved, the remaining properties will be opened for edit and all tabs will be visible.

Step 2: Assigning the Base Tax Program Properties

Until the base properties have been assigned, the new tax program cannot be added. Enter the following required base tax properties.

  • Program ID
    • This value must be unique by program 'Type' - meaning that no two taxes may have the same Program ID.
    • The Program ID should be an alpha code to help you quickly identify the tax.
  • Description
  • Landed Date Start 
    • This date determines when the tax program begins and is available to be applied on delivery tickets.  
  • Landed Date End
    • This date determines when the tax program ends.  The value must be >= to the ‘Landed Start Date’. Taxes without a ‘Landed Date End’ value never expire (unless set as Inactive).
  • Class
    • This field displays all of the Tax Classes as setup in the Program Classes Master File (Purchasing > Setup > Program Classes).
  • Expense
    • Select if the tax is an expense for the Fisherman, Company or both. 
  • Assign Rules By
    • Select rules how the tax is assigned to tickets (e.g. the tax is assigned to certain chill types or species)
  • Assign Rate By
    • Multiple rates can be assigned to a rule. 
    • Defaults to GLOBAL meaning that the same rate and GL accounts are assigned to all rules. 
  • Default Rate
    • If the tax is configured to be an expense for the company and the fisherman, the default rate is automatically divided. If this causes the rate to be more than 6 decimals, then the company rate is rounded up and the fisherman rate is rounded down.
  • Calculated On
    • This is how the rate is applied
    • % Amount: Select this method if the premium is a % of the amount
    • Delivered Weight: Select this method if the premium is calculated from the Delivered Weight
    • Fixed Amount: Select this method if the premium is a predetermined amount independent of the delivery 
    • Net Weight: Select this method if the premium is calculated from the Net Weight (Delivered Weight * Weight Modifier)
    • Paid Weight: Select this method if the premium is calculated from Paid Weight (ticket lines without a price are excluded).
  • Fisherman Expense GL Account
    • Defaults to Fisherman Settlement Accrual Account and is never editable. 
  • Company Expense GL Account
    • Select the GL account for the debit entry of the tax.
    • This is a required field.
  • Tax Liability GL Account
    • Select the GL account for the credit entry of the taz. 
    • This is a required field. 
  • Payable To
  • Type
    • This field defaults and cannot be edited
  • Payable Frequency

Once the base properties are entered, click the “Save” icon on the header toolbar. If the save was successful, the tax program will be saved and the Properties and additional tabs will be visible and available for edit. Clicking Save will also update the header information for the Program and Type fields. These fields auto-populate after clicking Save and cannot be edited. 

Step 3: Assigning the Remaining Tax Program Properties

When the tax program has been successfully saved for the first time, the remaining properties can be completed.

  • Debit Account
    Note: This field defaults from the Settlement Accrual account preference in the Purchasing Preferences. 
  • Inactive
  • Payment Frequency
  • UOM
    Note: This is only editable if the “Calculated On” property was set to Delivered or Net Weight.

Step 4: Assigning the Species

By default, each specie is applicable to a new tax program. If the user needs to identify individual species, select the Species tab and click on the “New” icon on the Species Grid toolbar.

Select one or more species and click the save icon when finished. The specie lookup will contain the list of all active species in the specie master file.

If the Assign Rate By property is set to Species, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Species is set as one of the Assign Rules By properties. 

Step 5: Assigning the Ticket Items

By default, each ticket item is applicable to a new tax program. If the user needs to identify individual ticket items, select the Ticket Items tab and click on the "New" icon on the Ticket Items Grid toolbar.

Select one of more ticket items and click the save icon when finished. The ticket items lookup will contain the list of all active ticket items in the ticket items master file. 

If the Assign Rate By property is set to Ticket Items, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Ticket Items is set as one of the Assign Rules By properties. 

Step 6: Assigning the Stat Areas

By default, each stat area is applicable to a new tax program. If the user needs to identify individual stat areas, select the Area tab and click on the “New” icon on the Stat Area Grid toolbar.

Select one or more stat areas and click the save icon when finished. The stat area lookup will contain the list of all active stat areas in the stat area master file.

Note: This tab is only displayed, if Stat Areas is set as one of the Assign Rules By properties. 

Step 7: Assigning the Gear Types

By default, each gear type is applicable to a new tax program. If the user needs to identify individual gear types, select the Gear tab and click on the “New” icon on the Gear Type Grid toolbar.

Select one or more gear types and click the save icon when finished. The gear type lookup will contain the list of all active gear types in the gear type master file.

If the Assign Rate By property is set to Gear Types, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Gear Types is set as one of the Assign Rules By properties. 

Step 8: Assigning Chill Types

By default, each chill type is applicable to a new tax program. If the user needs to identify individual chill types, select the Chill Types tab and click on the "New" icon on the Chill Types Grid toolbar. 

Select one or more chill types and click save icon when finished. The chill type lookup will contain the list of all active chill types in the chill type master file. 

If the Assign Rate By property is set to Chill Types, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Chill Types is set as one of the Assign Rules By properties. 

Step 9: Assigning the Fishermen

By default, each fisherman is applicable to a new tax program. If the user needs to identify individual fishermen, select the Fishermen tab and click on the “New” icon on the Fisherman Grid toolbar.

Select one or more fishermen and click the save icon when finished. The fishermen lookup will contain the list of all active fishermen in the fisherman master file.

If the Assign Rate By property is set to Fishermen, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Fishermen is set as one of the Assign Rules By properties. 

Step 10: Assigning the Management Program

By default, each management program is applicable to a new tax program. If the user needs to identify individual management programs, select the Management Programs tab and click on the "New" icon on the Management Program Grid toolbar.

Select one or more management programs and click the save icon when finished. The management program lookup will contain a list of all active management programs in the management programs master file. 

If the Assign Rate By property is set to Management Program, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Management Program is set as one of the Assign Rules By properties. 

Step 11: Assigning the Site Processed 

By default, each site is applicable to a new tax program. If the user needs to identify individual sites, select the Site Processed tab and click on the "New" icon on the Site Processed Grid toolbar. 

Select one or more sites and click the save icon when finished. The sites lookup will contain a list of all active sites configured in the system. 

If the Assign Rate By property is set to Site Processed, then the following fields are enabled:

  • Fisherman Rate
  • Company Rate
  • Company Expense GL Account
  • Tax Liability GL Account

Note: This tab is only displayed, if Site Processed is set as one of the Assign Rules By properties. 


Remember to save the tax record after edits.
